Mr. Tim Duval is Chief Technology Officer, Health Net, Inc., and is responsible to establish enterprise-wide strategic IT direction and to ensure technology policies and systems architecture support Health Net’s mission, vision, and goals. Mr. Duval applies a strong technology, architecture and Health Care industry background in his efforts to bring innovation and solutions to market more quickly and to increase the agility and flexibility of our business processes and IT systems. In his direct, customer-facing role with Health Net Federal Services (HNFS), Mr. Duval is also responsible for overseeing all aspects of HNFS’ technical implementation and information technology (IT) capabilities in support of Department of Defense, Veteran’s Administration, and other government programs. Health Net’s IT systems in support of the TRICARE program provide quality health care services for our nation’s active and retired military personnel and their families. Throughout his career, Mr. Duval has consistently demonstrated enterprise vision and a strong focus on collaboration with the business and technology in the delivery of IT services.

Mr. Duval brings extensive health care experience and an exceptional knowledge of health care systems, platforms and technologies to Health Net. Recently, Duval successfully led the implementation and transition of all information systems in support of the TRICARE North region, Next Generation Contract. Previous to his support of HNFS, Duval led the stabilization of Health Net’s several commercial plan web sites and led the consolidation and internal development of the new Health Net One enterprise-wide website. Prior to the Health Net One System website initiative, Duval successfully developed and implemented the Questium web portal, the first health care consumer Web site to link health plan members directly with their personal health benefit information.

Before joining Health Net, Mr. Duval served as Senior Vice President and Chief Technology Officer of CareAssured, an Internet-based health plan located in Oakland, Calif. There, he designed and implemented scalable and high-performance applications and networks, and designed a state-of-the-art eCare solution. Prior to this, Duval spent 19 years with Electronic Data Systems, developing and supporting large health plan information systems. During his tenure at EDS, he served as chief technologist for Blue Shield of California, where he established technology standards and policies, and helped Blue Shield develop its strategic IT direction and architecture.

Duval graduated cum laude from Brigham Young University in Provo, Utah, with a bachelor of science degree in business management and finance.
